Humanitarians described an alarming situation in Gaza, amid a growing civilian death toll since Israel resumed aerial bombardment and ground operations this week after a six-week ceasefire.
After a ceasefire went into effect on January 19, the United Nations made progress with bringing food and medicine into Gaza.
Among those to sign the letter was Yarden Bibas, whose wife and two young sons died while held captive in Gaza.
The plan proposes to rebuild the Gaza Strip without displacing the territory's 2.4 million inhabitants.
